国際的な災害看護研究及び教育トレーニングを行うための拠点形成

日本赤十字看護大学の「国際的な災害看護研究及び教育トレーニングを行うための拠点形成」研究プロジェクトが平成23年度に文部科学省私立大学戦略的研究基盤形成支援事業として選定されました。戦略的研究基盤形成支援事業は、私立大学の経営戦略や研究戦略に基づき、各大学が特色を活かした研究を実施するため、その研究基盤の形成を支援する文部科学省の補助事業です。本学では、この研究プロジェクトを通して、国際的な災害看護研究及び教育トレーニングの拠点となることを目指しています。

研究目的

災害多発国の救護において重要な役割を果たす看護師、助産師、保健師に焦点をあて、その国の文化、慣習などに照らして適正で、その国の被災者およびコミュニティの特性に基づく「災害看護」教育の内容と方法を開発する。また、本学の各領域における災害時の看護研究を奨励する。本研究を通じて、本学が国際的な災害看護研究及びトレーニングの拠点を形成する。

災害看護のグローバルネットワーク

赤十字思想の誕生から150年を経た今日もなお、最も弱い立場にある人々の健康とケアは、赤十字運動の重要な関心事項である。国際赤十字・赤新月社連盟（以下「連盟」とする)は、「2020年戦略」の一つとして、世界の医療保健状況の改善に向けて活動を展開している。

1979年、連盟は加盟社に対して、看護師教育、看護・地域保健、災害看護、看護と血液事業、赤十字の諸原則、ジュネーブ条約、看護師の能力の活用を含む看護活動に関する調査を実施した。30年後の2009年、スウェーデン赤十字大学との共同研究としてフォーローアップ調査を実施した。

また、共同研究第2弾として「赤十字・赤新月社における看護教育・看護活動の国際的ネットワーク構築に向けた基礎的研究」が実施された。報告書参照。これらの共同研究を踏まえて、2011年5月のICN学術集会（マルタ）のサイド・ミーティングにおいて、赤十字・赤新月社の看護師・助産師教育施設のネットワーク構築を目指すことになった。

Report on Current Conditions and Issues of Disaster Nursing Education in Asian Region

Project Outline

The Japanese Red Cross College of Nursing (JRCCN) has implemented “Disaster Nursing Education Project” since 2011. This project is the Supported Program for the Strategic Research Foundation at Private Universities of Ministry of Education, Culture, Sports, Science and Technology.

Purpose

1) To support the development of disaster nursing education in disaster prone countries targeting nurses, community/public health nurses and midwives who take important roles in disaster response, which is applicable to the culture, custom and characteristics of communities.

2) Through the project, JRCCN will be developed to be the center for disaster nursing education and training.

Today, more than 150 years after the birth of the Red Cross, health and care for the most vulnerable is still a key concern. The International Federation of Red Cross and Red Crescent Societies (International Federation) demonstrates its responsibility towards improving the global health situation through its guiding documents such as Strategy 2020. In 1979, the International Federation conducted a nursing survey asking all member National Societies about their nursing activities, including e.g. training of nurses, nursing and community health, nursing and disaster situations, nursing and blood transfusions, Red Cross Principles and the Geneva Conventions, and utilization of nurses’ competence within the National Society. A follow-up of the above survey was conducted in 2009 as joint research with the Red Cross University College, Stockholm, Sweden.

Subsequently, the second research was implemented on Basic Research for Establishment of International Network of Nursing Education and Activities among the Red Cross and Red Crescent Societies. Based on these joint researches, the Red Cross Societies gathered for the ICN Conference in Malta in May 2011 held a side meeting in order to establish global network among the Red Cross and Red Crescent nursing/midwifery educational institutions.
